Debra Roane

Debra Roane is a consultant based in Rockville, Maryland. She participates in actuarial analyses of CCRCs for individual client engagements and provides FORCAST and FINAID support.

Prior to joining A.V. POWELL-&-ASSOCIATES, Debra served for five years as the Chief of the Continuing Care Division of the Maryland Department of Aging. In her role as the chief regulator, she was involved in reviewing the financial feasibility of new developments and expansions to ensure demonstration of financially sound and marketable projects. Debra worked with communities that were experiencing financial difficulties to develop strategies for financial solvency. Prior to her regulatory role, she served as the Director of Finance for the Continuing Care Accreditation Commission where she was involved in the development, implementation, and conformance measurement of financial standards for CCRCs.

SIGNIFICANT ACCOMPLISHMENTS

• Development of financial standards and best practice measurements in accreditation decisions.
• Review and approval of feasibility studies of several new CCRCs and major expansions of existing CCRCs.
• Overall knowledge of continuing care issues, including regulatory, financial, and healthcare aspects.
